Received a call from this number on 09/24/2014 which I answered. There were 1 or 2 previous calls during the past week that I didn't answer. When I answered, there was a robo-woman that said something like "Hello. We are conducting a brief survey for Victory Processing. How likely is it that...". At that point I disconnected the call and have blocked the number. I assume the first question was going to ask how likely it would be that I would vote in the next election.
I hung up because:
A. Legitimate polling organizations such as Gallup identify themselves on the Caller ID name, the caller ID on this call read only "SEDALIA MO".
B. Who the hell is the "We" referred to in the opening sentence?
C. What is Victory Processing? I later did an internet search on that and found no legitimate company that would be concerned with my voting habits using that name.. I think I saw a trucking company and a chicken processing company using the name. There were also some complaints on this and other forums about this so-called Victory Processing poll -- they apparently also use other numbers and city/state identifications in the caller ID.
D. I believe even robo survey calls are required to identify the caller and provide a contact number at the beginning of the call. This one didn't.
E. My initial thought was that this was probably a scam survey collecting information for later scam calls. Maybe if you indicated that you would vote Republican then you would get scam calls saying donate now to stop the Democrats and if you said you would vote Democrat then you would get scam calls demanding an immediate contribution to stop the Republicans (and neither the actual Republicans nor Democrats would see a penny of the money collected). Still no reason to doubt this. I received dozens, if not hundreds, of such calls that I believe were scams prior to the 2012 elections.

It's a political survey. Hey guys, in Nebraska, we have the option of voting in non-partisan races during the primary if we are registered Independent, so asking the question "In which party's primary do you vote: Press 1 for Republican, Press 2 for Democrat, Press 3 if you don't typically vote in primary elections," is going to get me to "Press 4, because you really need to figure out there's a fourth option" every single time. Do your homework and ask the proper question. Then maybe you'll get useful/correct information from Independent voters.
