The 199 prefix is what I noticed when I saw this in Latest Entries. You could learn a lot if you stop and thought about the alleged number that is calling.
OK, this is a new one (to me). No message left and redial gets "this call canot be completed as dialed" Which means it is a fake number, "Spoofed" as they say. Block this number, it is bogus.
