I answered the phone.  They said they were from Solar Center.  I asked for their phone number.  They said 855-726-4651.  I asked to be put on their do not call list.

Wise up people -- it must be true that America is full of dumb and stupid people, or people who just do not care -- you cannot do anything about spammers and telemarketers calling you and they all know it --- the government will not do anything about it --- where do you think that the telemarketers get the good numbers to call --- like YOUR number?  Robo calls just go down the list automatically, with no regard from any do not call list.  But others get your number FROM THE DO NOT CALL LIST, OF COURSE!  The telemarketers are provided the Do Not Call Lists and are supposed to remove these numbers from their database. But the telemarketers know that the Do Not Call List are all good numbers and the telemarketers also know that nothing will be done to them for calling all of the Do Not Call List numbers, so they persist. The phone companies will do nothing to stop the telemarketers either --- it is big revenue for the phone companies.  The phone companies are just as much at fault for this mess as is the FCC, the FTC, and the telemarketers themselves.  And everybody knows that Congress is totally useless at anything. Reporting a telemarketer call number to the FCC will not accomplish anything, the FCC will just ignore you. There is nothing that you can do to stop any of it, except to utilize your own devices, and this is not much. Whenever I get a call where I do not recognize the calling number in my caller ID, what I do is to quickly push the talk button on the phone then immediately push the OFF button to cut them off.  DO NOT ANSWER your phone, you are just confirming that they have called a good number. Just press talk then press off quickly. The telemarketer will be charged for the call, and all you will be out will be the time it takes you to push talk then quickly push off --- or if you do not have one of those phones, pickup then quickly hang up.  If you do not have caller ID, well, you are out of luck, you will have no idea who is calling. Blocking calls does not work well either because these telemarketers change and spoof their numbers and names often. Many of the telemarketers use local numbers that have been disconnected as if that number were their own.  Whatever you do, do not call the number back, because, again, you are just confirming that they called a good number and your phone number will be added to the telemarketer list as being good and they will then persist in calling you often. Additionally, telemarketers sell and trade good phone lists often with other telemarketers, so once you get on one list, you will soon be on many lists. So, just push TALK, then quickly push OFF, and be pleased with yourself that you have cut off an illegal call.  It is the best that you can do.

Now there's a pile of male cow bowel matter. Maybe you didn't read the DNC lists page for the facts and rules and on how it works. The DNC only keeps the honest ones honest. And yes, the illegals use dialers, and some do robo auto message, while others do not.  Don't expect the DNC to stop all those scammers, frauds, and such, they are law breakers period, no amount of legislation is going to stop them. Charity's, political and some survey's are exempt.  The DNC is aimed at selling goods and services, all other calls should be reported to the ftc & fcc, or other agency's accordingly.
New laws went into effect the 16th of Oct also for even the legit outfits also:

1. Make sure you opt out from any business sharing your info with affiliates.
2. Google your name and number, remove anything that comes up like spokeo
3. Make sure your face book pages don't show your personal info such as phone & address publicly.
4.Report them, these people do do their jobs and just because they don't get someone in a hour like on CSI, doesn't mean it won't happen. They have a whole country to take care of with phone calls from spoofed numbers, frauds and scammers in foreign country's to deal with.  It happens, its slow, patience is a virtue..
