Is there a way you can contact her phone provider and ask them to block a number? MOST phone companies will block one or two numbers for you free of charge.
If not, maybe it's time to install a call blocker for her. Or get her a new phone with a call-blocking feature.
The elderly seem to be a prime hunting ground for scammers, and if she's unwilling to listen, it might behoove you just to take as much of this into your own hands as you can.
