Why won't the law track these people , arrest and make them pay for there crimes?

Received a call from this telephone number. No message was left. Anonymous callback reached a busy signal.

Because "the law" is too busy jailing or killing nonviolent criminals or innocent children abroad and securing their bureaucratic empire. Grow the [***] up. You are not a victim because you're a little annoyed by a phone call.
