This number calls me all the time, they never speak just call and call and call

How many times will you allow them to call before you obtain a call blocker?  Google (or your favorite search engine) is your friend.

Spam caller, tends to use the same series of numbers but changes the last 2 digits, 661-370-3914, 661-370-3943, 661-370-3982.
