Most likely some sort of loan scam. They ID themselves as "Credit One Bank". Agent has a very strong Indian accent. Simply ignore and block the calls. Your cell should have some app which can block the calls. If they are calling a government line you should contact whoever in your department that handles security matters. These Indian and Pakistani scammers tend to pick on women , thinking they are more vulnerable. Do not talk to them, do NOT return the calls.
