If you didn't answer, and they didn't leave a message, how do you know it's a debt collector? Or did you just decide to make an assumption, and present the assumption as fact?
Eh. Most of them are outbound only lines. They don't log anything on the inbound because they're not paying for inbound. (Source: I've spent a decade working in phone company networking and support.)
