Well, that's a loaded, trick question. Apparently, this survey is attempting to prey on people's misunderstandings about the way the healthcare and the revenue systems work in our civilization. They want to stir up some kind of emotion in you (fear, anger, empathy, etc.) that will make you give something away (your money, time, contacts, etc.). That's my guess, without knowing who they are.
