Called at 9:00pm on Sunday evening. Ask for husband by name, ID showed up as 'I'. I ask who was calling, he said either one of us. Said he wanted to remind us to check our smoke alarms. Then ask for money. Told him we supported our volunteer department and he asked for a pledge of $20-30 dollars. I hung up.
I got a call from this number this morning. @ 8:40 am. 11/7/14. I believe it was the second time. They have "spoofed" their caller ID. Which displayed as "I". This violates a Fed Law. I am told the first offense can be $12k and then up to $80k. There is an FCC toll free # to call for reporting. Call your 'phone service who should be able to provide it. I do not take calls from unknown callers. If it is important they can leave a message. Which they NEVER do. I have a call blocker (see ProCallBlocker) available at Amazon, eBay, Sears and others. About $50. Will hold 1000 numbers and that ends the nuisance. We all know that the National Do Not Call List is useless. Good luck.

I wish you had pointed out that many of these scam calls are not local, but from Asia & Africa. Nice to be able to sue someone but the collection part might be tricky. The solution is correct. Buy a call blocker that blocks area codes & numbers. Cut off the money - cut off the scammer.
