Who called from 6789166312

I received a call on my cell phone and when I answered the call, all it did was echo back my hello.  I tried to call it back and it went straight to an automated message, stating that the mailbox was full an cannot receive new messages.

I'm so sick of these people? What does the national do not call list actually do? Nothing. They called about life insurance.
