Telemarketing scam.  "Because you've stayed with us at one of our resorts" you've won this super-duper "free" vacation package.  Blah-blah-blah.   Computer controlled recordings that attempt to sound like a real human being.  Just try asking a question and you'll get no response, or a response that doesn't relate to the question you just asked.
