At 9:22 am on May 18th 2017 I also received a call from 701-353-7116 and I just heard his or her breath and sounds of clanking and clinking like trying to annoy or terrify. Scary. Just after that my work phone rang with the same result. This person has to be stopped for terrorizing people.

This person whoever it may be has put things up on buy sell trade sites. For instance I found a pup contacted since it stated it was nearby proceeded to talk me into paying for a pet carrier service from a company with this number. The "company" only form of contact was through text message which I found as another fishy thing but I kept checking so I could possibly find a way to call them out or stop them. Their profile used was an obvious fake. Could barely even write a whole sentence in proper English. Just complete scammers and proceed to still try I have just blocked all forms or communication.
