Calls about surveys are no more scam calls than calls from nonprofits. Neither of them violates the do not call list, which is only for telemarketing. Chill.
I answered a call from this number and the caller asked me to answer some survey questions. They became increasingly politically biased and I chose not to answer any more and hung up. He called me back twice. I would say just ignore this call.
