You know whats worse than spanking? Letting kids have access to dangerous things like drugs. Parents allowing their kids to hang out with the wrong crowd is worse than spanking. Ofcourse everybody is free but with freedom comes responsibility.
"The government", namely the FTC, never promised you a bullet shield from every unwanted and illegal caller. You were given a means to revoke a sales caller's permission to ring your phone. The DNC registry aids voluntary compliance with the Telemarketing Sales Rule with fines available for violators. Just as one parallel, how often are you in strict compliance with a posted highway speed limit?
Like everything else in our government, it doesn't work worth beans, but if they get enough reports of violations, maybe some government drone will finally get around to sending them a letter.
