Other websites have identified this number as offering a loan.  One site suggested that it sounded like a debt collector.  Whatever, it doesn't appear to be a safe call, so the number is now permanently blocked from ever bothering me again.  BTW: A call back just goes to a VM box without ever identifying who the caller is...CID said "MENCHACA JOSE" but I'm reasonably sure that's just a spoofed CID to block the real identity.
