Called my cellular phone about lowering credit card interest rates Said company name was consumer services..Blocked and reported.

I don't answer calls from unknown numbers, under the assumption that if it is a legitimate caller, they'll leave a message.

This caller left no message, and hence didn't meet the criteria for a returned call.
