He is going to email me the information and isn't making me pay right away.

Of course I'm not falling for the scam.  Will add more information once I get email from this guy.

This number called me today. Said name was Randy calling from Ceasars Palace. I hung up.

This number has called me on May 17,19,20,23 and just now, on the 24th.  I accidentally answered it and a male voice, speaking in plain English, called me by my first name a couple of times, because I was not talking.  I did not talk and eventually he hung up.
