Generic recording to press 9 for lower interest rate on unidentified brand of "your credit card." Either it's a loan consoldation  scam or a scam to get your CC details over the phone (to 'verify' you).  Very suspicious that this happened to come in on such a local phone number, probably a spoofed phone number to boot.
