Third party blocking service seems to intercept calls from this number on May 27, 2016.
We got a call from this number with CID name set to "FINCA" during the afternoon of May 27, 2016. It rang only once and did not call back. Our third party blocking service (rhymes with SlowNoHobo) intercepts calls with caller ID numbers on their blacklist or tripping their "Advanced Robocall Detection" algorithms after one ring, so they're most likely already clamping down on calls from this number.
Looking up the number in reverse directories, it's a Peerless Network VoIP number not publicly listed. I have no way of knowing if the CID info was spoofed.
I usually come here to 800notes to check on numbers the blocking service nixed, in case there's a mistake. I'm posting about my recent call in case it helps others to know this CID number is already on the service's radar.

Please disregard my post above. I was mistaken about what happened. We did get a call, but it rang more than once. So the blocking service did not intercept it after all. Apparently it hung up just before our answering machine picked up.
I realized too late to still have the option to edit or delete my post. I reported my post above to the mods, asking it be removed. But they must get busy. For the time being, I hope this reply helps. I'm sorry for posting incorrect info and any confusion.
I wouldn't worry about it, it was a minor mistake. Your received the call and posted in the correct place. Then you corrected your post, so no problem. There is an organization called FINCA that seems to deal with international financing. http://www.finca.org/
So unless there is a reason they would be contacting you, my guess is that the caller ID was spoofed.
I did report the first call to the blocking service. (Call me from an unfamiliar number and hang up before the answering machine picks up on the fourth ring, and I figure it's fair to let the blocking service intercept your future calls and challenge you to enter a code.)
The same number with the same CID name called again today, May 31, but I'm not sure if the blocking service got it or it simply hung up again. We weren't in earshot of the phone when it rang. Like the call three days ago, our carrier logged today's as a "Missed Call," which I've learned means neither anyone here nor our answering machine picked up the call. (If either of those happen, the call is logged as "Incoming" instead.) Usually, those "Missed Calls" are logged when the third party service intercepts a call after the first ring to let its robot talk to the caller's robot, but calls that hang up after, say, three rings look the same in the log.
EDIT - Oh, and there's no good reason for the real FINCA organization to be calling here. We don't do business with them, and we never donate money to "charities" that call. (Too little of the money goes towards actually supporting the cause.)
