Identity was identified as "N.C.C.", a bill collection company. I asked what bill I owed (since all the people listed in this thread are all from Virginia and I am not). My cell number was looked-up by them and was unfound. They claim that they are going to put a manager on the case and have my number "blocked" from receiving calls every few days...
