I have no idea who this it, when i call back no one answer but continues to call me.. Stop

Called this morning.  Did not leave message.  Called back.  Rang 15-20 times with no one picking up or voice mail.  Thought might be legit because area code is local, but starting to smell like yet another scam call (second today).  Blocked number.  Thank you iPhone.
