I answered even though I did not recognize "POA" because I was expecting a service call and thought it might be them.  Man asked for me by name, said he was calling from the Ffx Co police department, that this was "a friendly call," and asked how I was.  I said I was fine, but that I was waiting for another call, and since I wasn't going to contribute to anything, I was hanging up.  And I did.  Number now blocked.
