Who called from 7036634117

Five calls over two days, answered a couple times to silence.  Why doesn't att shut the line down?

This number has called our house 3 times today. Nobody says anything. In fact, most calls that come in on our home phone and my cell phone are unknown numbers. I never answer either unless I know who's calling. This time, my elderly mother picked up the phone.

Just received the 4th call in 3 hours from this number! When the voice message comes on, they hang up.
