I got a call and found out this is a recruiting firm that cold calls people. The individual had a very strong Indian accent that was nearly impossible to decipher. Just ignore it.
Figured out that this number belongs to a tech firm that specializes in outsourcing. Here is their U.S. contact information:

Confirmed, a telemarketer I think got my number from a resume posting on a job site saying she had a job for me but knew nothing of the details or company it was with. Just wanted more information from me. The Indian accent was as bad as I ever heard and had to ask her to repeat and spell out many words to have a conversation. I hung up before it went too long. I think they were about to look to sell me something.
This is not a telemarketer. It is a recruiter contacting you about a possible job listing. If you are or have been on the job market recently, that is where they got your contact info. Yes, they do cold-call people from their resumes. No, it is not someone trying to steal your info or trying to sell you something.
