The caller ID says AmInstCancerRes.

When I pick up I don't make a sound until the other person on the line says something first. That's how I distinguish between a real person and robo calls. This person never does. They only breathe.

A Google search showed the number was owned by an Indian man in Loudoun County, Virginia.
