It IS worthless. Nearly 10 years ago I filled out the paperwork to report Spam Callers. The letter I got back from the Federal agency running the Do Not Call lists essentially said that ANYONE with a phone MAY call you when and as often as they like trying to sell you services. The Fed agency will NOT ever step in and stop them.
