Unfortunately, criminals often 'spoof' (https://en.wikipedia.org/wiki/Caller_ID_spoofing) their number to mask their identify. Sometimes the number they choose to display is a live number belonging to a completely innocent party.
Fining innocent people for the work of criminals isn't a good way to get justice.
Good advice. I decided to Google my phone number to see what showed up. I found four things that showed up. The low life scum out there does not care about the number of choice when it comes to Caller ID spoofing. I even had one person threaten to report me to the phone company if I called them again. That caller has since been blocked. If the same caller keeps it up with the same number I will keep a log with date and time of the call with any notes about voicemail.
I have received a good number of calls coming from this number and not knowing who is calling I have let all their calls rollover to voice mail. No message has ever been left for a return call. Usually quality callers leave messages for return calls. With this, and after reading the comments others have made, I sincerely hope that the government will outlaw robo callers. Bless your heart you unwanted callers.
