A female called from this number, announcing that she was from Energy something something.  The call disconnected mid-sentence.  This leads me to believe she is calling from a call center with an automated dialer.  She's padding her call count by letting the call go through, but then disconnecting it after the call is live.  If she's being recorded, and is questioned about the matter, she can then say that the call was disconnected by the callee.  An old trick.
