I answered & heard nothing except a computer say goodbye.

Guy with a thick Indian accent, and busy call-center background noise, stated he was calling from Microsoft regarding my computer. After I told him I don't own any computer, he asked for a specific person (for whom I have received collection calls in the past). When I told him I would not allow him to speak to her, he hung up.

Seems to be some form of scam.

Same thing here. I said you're a scam and he said yes yes I am and I just hung up. I don't have time for stupidity.

Computer scammers. There is nothing really wrong with anyone's computer. Phishing!
