A robocall from some credit repair scam - A search shows this number to be from Elk, CA. A land line number using NEUTRAL TANDEM-CALIFORNIA, LLC - CA. They keep calling using a different new number after being told to remove my number from their call list and blocked.

There's nothing that can prevent people from dialing your phone number, but you can get a call blocker that will keep their call from ringing your phone. You'd never know they even were calling unless you check the call list. That's about all you can do, but it is quite effective.
