Who called from 7073404372

Just got a call from this one. This time there WAS a message left. "Is the man or the lady of the house available, please? Hello? Are you there?" Well. Second time in two days I've gotten messages from the telehosers. Last one was garbled and incomprehensible noise. At least this one was clear...
An internet search shows this number belonging to Larry Rice, Lisbeth Ln, Fairfield California, but there are also several reports that this is a scam call. Maybe a spoofed number?

Blocked the number as the phone was ringing so no message left. I know nobody in this area code.  I am thinking another scam number.

Called asked for C.H Mason to pay debt owed to RPM Collection agency.

6/26/2018 - phoned - left no message.  I don't pick up calls when not identified - -I know no one
that uses 707 prefix.
