I just posted a report on a phone call I received from 707-533-6492, with information about House Resolution HR 423, the "Anti-Spoofing Act of 2017". I had selected "Anonymous" for my name at the time, as I did not want my name disclosed, due to some harassment issues I have been having over the past several months (not from this number, but a different number).
As soon as I pressed the "Submit" button a bunch of Russian characters appeared in the name field for my name. I submitted a report to the moderator, indicating that I am NOT Russian, NOR DO I SPEAK RUSSIAN. I also asked if they are using Russian software (??), and that they should let their users know WHAT IS GOING ON !!!
Also, when I reloaded the page it still had Russian characters in the name field, but they were different. I also saw this situation for other phone numbers on this site.
Rcvd a call from this number. Left no message. Also, the number did not appear in my phone's call log. It was apparently a "Hidden Call" or using "Hidden Caller ID", but was picked up by two of my other software applications.
Apparently, from what I have recently seen on the C-Span TV channel which shows Congressional & Senate hearings, etc. -- this kind of manipulation of the recipient's Caller ID display (often in an attempt to trick the recipient of the call to answer the phone, and then convince the recipient of the call to reveal personal information) -- may now be ILLEGAL under House Resolution HR 423, the "Anti-Spoofing Act of 2017". I believe that this law passed the House (Congress), but am not aware of further developments, i.e. where it stands in the Senate, implementation, etc.
Also, note that unscrupulous scammers (including offshore callers) often spoof their Caller ID to appear as if they are calling from a different number than their real phone number. The FTC seems to be unable to keep up with this kind of thing, and phone providers don't do much either. The only solution seems for the public to use a good call blocker, OR only answer calls from those numbers you absolutely recognize (e.g. in your call list).
