called and left no msg

This appears to be a company in a town near me (Santa Rosa, Ca) called Advanced Telcom Group. It looks like a cold call sales call, in spite of the fact that I'm on the Do Not Call list.

Told them not to call back but they still do

Received a call 3:35 this afternoon from a male claiming to be with the local police association and asking for donations....I hung up before he said anymore.  So very weird, I just changed my phone number and this person called me by my first name... wtf?
