People, there is "no one" to take down. These scams originate internationally. They operate using disposable voip numbers. They pretend to be about drug addiction, about loans, about home improvement. They are "phishing" for info to build databases and/or commit IT theft. The calls cannot be traced. The way to deal with them is to send an error signal to their computers. You do that by picking up but remaining silent. After about 20 seconds their computer will disconnect. Of course, that doesn't keep them from continuing to call your number using an ever changing range of disposable numbers. Either way, you only have two choices: 1) don't respond, and 2) try the disconnect trick.
Just had a call from this number. New gig today. They wanted to sell me an extended car warranty. If my car was 2000 or newer, with less than 150,000 miles. Uh-huh. Yeah.
