I just filed a small claim against a former friend. IF this is a collection agency, they are most likely offering to collect the money (garnish the defendant's wages) on my behalf. I wouldn't call this a scam.
No debt collector can garnish anyone's wages. It takes a court order to do that. Plaintiff would have to request the court to issue a garnishment order, and that would only occur if the plaintiff won the case and was attempting enforcement.
However, remedies in small claims courts are usually limited to money damages only.
Your post isn't making any sense. What debt collection group would "offer" to collect on your behalf if there was in fact a pending case in some small claims court or another.
But yes, Convergent Outsourcing is a debt collection group.
