Sorry if I'm out of line-but what does it matter who is it? They are an unknown caller invading your home phone and your privacy. Do not answer them, do not call them back and block them if you can. I would not be pussyfooting around with unknowns. You are not being rude to anyone by not answering or blocking them. They have not been invited.
