I have been getting phone calls from the 712 275 4856 and when I dial back it is a non working number

Received a call from 712-275-4802 (Utah).  Called them back and it went to a 'busy' signal after about 10 seconds..  is this a VOIP number??

Just stop the calls, 8 am really ? I know it's not a debt collector but calls have been coming in from around the country recently about credit card debt.
