Got the same call - said ignoring the call would lead to criminal charges or require appearance before a magistrate judge - if he is trying to solicit as a bill collector it is not a criminal offense if you do not pay a bill - so it sounds like a hoax to me too.
received call from david grey stating form US dept of treasury and advised that if I don't call number will face federal prosecution. person had an accent and trying to cover it up.
