This is the Harris County Heath Care System trying to contact an individual who either wrote their number down wrong or just plain gave them the wrong number (you know-like for bills) OR the caller may have misread a number incorrectly in the phone number due to poor handwriting.
Please answer it and tell them so they can correct their records
