I have received 2 calls from this number, so far, today. Possibly a 3rd call from the same caller, under a different number. The first call I received from this number today was not answered. When I checked my voicemail, there was a 2 second recorded message that sounded like a robot saying "goodbye." The second time the called (about 5 minutes ago) resulted in a 31 second message where I could hear a bunch of voices (like a call center) in the background. then, the man (who must have been the caller) began talking as if he were having a conversation with someone on another line .I couldn't understand what he was saying, because it wasn't english. it sounded arabic, or something similar. I ave no idea who they are, but I wish I knew how they got my number.
They probably got your number the same way they got the other dozen+ people's in this thread: Robo-dialing. Numbers are dialed by a computer in rapid succession. When a connection is made (when someone answers, even an answering machine) the call is routed to a crook in the call center, who may or may not pick up in time. When humans answer, they sometimes get dead air; answering machines might get the same or a partial message that began before the machine started recording the incoming message.
Sometimes the third-world equipment the scam artists use gets crossed and you'll hear a conversation in progress with someone else; other times it's just the scammer having a chat with his or her scammer buddies.
Try blocking the number if the calls persist. There are ways to do that, either through your phone company or by the use of a call blocker or call-blocking phone. The language you heard was likely to be Hindu or some other language in India, since it seems most of the scam calls come from there these days.
