Just received call from this number. Did not answer  no message left. I have never seen a prefix starting with 0

I received a call from this number from someone selling something, I told the guy to put someone on the phone who could speak English.  He called me back and said "Go Clippers".  I'm not sure if that is funny or just said.

Got a call from this number relatively early this morning.  What a way to start the day!  Of course, I did not answer; obviously a spoofed number.  As above, never have I seen a phone number starting with a "0".  No message left (big surprise, right?).  What a bunch of LOSERS.

Called.  Left no message.
Don't recognize number.

Second call today.  Didn't answer again; no message left again.  Will be blocking after next call - - LOSERS.
