No North American phone system allows "0" or "1" in that position (the three digits in that position is called the "Central Office Exchange", if you want to look it up)
In addition, Area Codes must not begin with "0" or "1".

Thanks Slim. I saw where someone said they might open those prefixes this year. Hopefully not. It's good to know that any Central Office Exchanges starting with 0 or 1 are bogus. Makes for quicker blocking!

I doubt that... probably not in the near future
Consider this: Suppose "0" were opened as a permitted Central Office Exchange first number. Then, people in the same Area Code would dial "0" as the first number ... and ... you guessed it, get the Operator!
