Went to voicemail, no message left

Missed a call from this number last weekend. Just called the number and a recorded message says to press "9" if I want my phone number to be put on their do not call list.

assuming telemarketer.  I just got my phone number and only my family has it right now.  I've put myself on the do not call list, but it hasn't been 30 days yets.  no message was left and now I've blocked that number.

I keep getting calls from this phone number.  Not familiar with this type of number +7142940499 showing up.
