First off -- the number is spoofed. Callback gets "The number you have dialed has been changed, disconnected, or is no longer in service." So, that's a Federal violation right there -- spoofed number by an autodialer.
So I picked up.
Claims to be AQB Heating in Canoga Park, calling to offer furnace inspection.
Can't find them under contractors licenses or business licenses, but here's something.
