Probably a scammer using a spoofed number because a trace came up with a name and address in Buena Park, California but there was two service providers (AT&T California and Pacific Bell Telephone). That was too easy which usually means it is a spoofed number. Block this number and report it.

I answered the call to my DNC listed cell phone. The caller said he was calling from The Home Improvement Center. He was using, what I believe, ATDS technology to generate leads for home improvement services. This must have been his first day on the job because he gave permission for me to record the call. I will wait for the actual construction company to call and confirm a meeting in person to see if it one of the big players, if so, it may be worth it to go after them pro se.
