"I hit 9 to be on the the do not call list". Bad move. You just confirmed to them that yours is a working number. They will continue to call and will sell you number to other scammers. BTW, do nor confuse their (supposed) do not call list with the Federal Do-Not-Call List.
You must complain! Since they were selling something, complain to the FTC (the FCC is worthless).
The FTC will not take any action without a "significant" number of complaints. They will not say what makes a "significant" number of complaints. I suggest you do the following:
(1) file a complaint at
https://complaints.donotcall.gov/complaint/complaintcheck.aspx?panel=2
(2) email or snailmail your congress-persons (Representatives and Senators) about the FTC's failure to enforce the Do-Not-Call list. Mention Donald S. Clark, Secretary of the Commission. This is the guy whose name appears on correspondence claiming they don't have enough complaints. (If you have a Republican, forget this step, they are not interested in our problems or interested in accomplishing anything useful).
(3) call the FTC, Donald S. Clark, Secretary of the Commission at 1-202-326-2514.
