This scumbag is spoofing some poor lady's home phone number. The lady said she gets at least 50 calls a day from people asking her to quit calling.
This scammer needs to be identified, so please leave a business name (if you can get one), what type of service or scam they are selling, and the area they claim to be from. There actually are ways to capture spoofed IP phone call origination locations using multiple destination IP routing history info.

ID says: "7146098741".....  Call, say nothing, ignore the screener's warning, and you get blocked! All scammers and unknown, unspeaking callers get blocked forever! Good riddance!

Raquel Terrones called twice today. I know no such person. I did not answer and no message was left.
