This "contractor" apparently spoofed his caller ID.
I actually talked to the son of the lady who owns this number, last week when these calls started coming in to my 714-897 number.
The son said AT&T told him the calls were originating from various IP addresses on the Internet ("like Skype") and that they could change her number or try putting an announcement on her answering machine to explain that his mother did not call anyone. He said he would try the announcement first.
Hopefully, she doesn't get "black listed" because some jerk randomly picked this phone to make other 714 people answer (like "it's local so maybe it's not a telemarketer").
Called at 8:56 AM. Caller id read Foster, Patricia.
Turns out to be a local home remodeling/painting/landscaping business. The guy was soft-spoken and polite and rattled off an impressive list of comments about how reliable he was, and asked if I have any home projects he could give me a discounted quote on.
I replied: "No! First because you're hiding your identity from caller ID [I was pretty sure he wasn't Patricia Foster], and second I don't do business with criminals."
He denied immediately being a criminal, and I interrupted him by saying "Yes you are because you have violated the DNC list.
That's when he got nasty and started calling me a d*#&. Instead of giving it back to him, I just hung up.

I cross checked the number. It was listed on a Job's Daughters site as the fax # for the Orange Tustin Inn. Huh? Whatever the truth is, they're blocked forever.
Left no message. Called back and got the homeowner saying "Not us! Sorry!" message.
I don't think the lady (victim) here will care if some of us block her number permanently.
It's kind of a waste of time, though, since the A$$H&#@ making the calls will most likely change to another 714 number (like mine your yours!) in a few days and start all over again. Wish one of us had the time (and guts) to set up an appointment with this guy and get him busted.
Just got a call from this # too. It's blocked now. I am almost 100% my phone number was sold to some list by a fricking solar panel installation company.
