Caller didn't leave a message on my machine and the caller id said "Out of Area" which usually means telemarketer/scammer since every legitimate caller I know leaves a message. So I ran 4 reverse traces using 4 different types of traces and 4 different locations using 2 service providers of AT&T California and Pacific Bell Telephone. This is definitely a scammer that is either spoofing numbers and/or using a VoIP System to phish for personal information while running some scam. A legitimate business would never hide their identity and location from the public by blocking a trace. DON'T ANSWER AND DO NOT CALL BACK FOR ANY REASON. Block and report to the proper authorities. Phone companies should be held responsible for these types of calls since they are making money from them by providing the systems and services that these scammers use and possibly farming out numbers too.
NOTE: One location came back with these names and location.

I'm in agreement except for what you say about phone companies making money off these people. Usually these people are calling from a spoofed VoIP number and not from an actual phone line at all. That is why these kinds of calls have kind of exploded over the past 5 years; there are a lot of protections in place to hold phone companies accountable, so now the scammers are just bypassing the phone companies altogether. It is much harder to pin someone down for scamming via VoIP than it is to pin them down for using a landline.
